Why asbestos surveys are required and how to obtain and asbestos register.
Since 2004, all commercial premises built before 2000 must have an asbestos register compiled by a "competent person."
The only definition of a competent person in respect of asbestos surveys, is somebody that has a relevant qualification, generally accepted to be P402 certification.
But, that's not the whole story.
A P402 qualified asbestos surveyor will not have the same level of experience as a professionally qualified building surveyor.

The time it takes to complete the survey will depend upon a number of factors, not least the size of the premises and the number of rooms.

The 3 Types Of Asbestos Surveys
Management Asbestos Surveys
This is what most clients will require in order to satisfy the initial legislative requirements.
It's a mainly visual survey, designed to identify potential Asbestos Containing Materials (ACMs).
During a management asbestos survey, the surveyor will photograph any materials used in the construction of the premises and take small samples of them for later laboratory analysis.
Once the results of the tested materials are known, a register will be compiled to show what has been considered and whether any ACMs are present in the building.
The register will contain a floor plan showing the location of each photograph in relation to the building and the laboratory certificate to show whether that material contains asbestos or not.
It will also provide a recommendation on what actions might need to be taken now or in the future in order to minimise the risk of accidental human exposure to dangerous fibres.
That's not to say that any ACMs that are identified have to be removed. That is not the purpose of the asbestos register.
Instead, it is there to provide a reference to building occupiers and/or anybody working on the building (telephone engineers, plumbers, electricians, data cablers, etc) do not accidentally disturb any asbestos.
Refurbishment Asbestos Surveys
Even if you already have an asbestos register in place, if you plan any major refurbishment to a building or part of a building, you will need a more comprehensive asbestos survey carried out.
This is called, logically enough, a Refurbishment Asbestos Survey, but used to be known as a "type 2 asbestos survey."
This survey can be limited to include only those areas affected by the refurbishment, rather than the whole building.
During a refurbishment asbestos survey, the surveyor will open up any voids, partitions etc in order to see if any hidden ACMs are present,
This is a destructive survey, so the areas being surveyed should not be occupied during the inspection.
Demolition Asbestos Surveys
As the name suggests, the demolition asbestos survey is required when a building, or part of a building is to be demolished. It is commonly referred to as a "Type 3 asbestos survey," though this name was superseded around 10 years ago.
The purpose of this type of survey is to protect the workers involved in the demolition process from being accidentally exposed to asbestos.
Again, a demolition asbestos does not have to include the whole building and can be restricted only to those areas being demolished.
